Another Southern take on Warner-Lieberman

Mere moments before the DeMint release came in, I received another release from the Southern Environmental Law Center with a different take on Warner-Lieberman, also from a Southern perspective.

Since I’ve got a lot of other stuff to do, I’m leaving this for y’all to sort out:

South has much at stake as U.S. Senate begins historic debate on climate change legislation

The U.S. Senate today began much-anticipated debate on the Climate Change Security Act of 2008, also known as the Warner-Lieberman bill. The U.S. has lagged well behind other industrial nations in addressing the threat of global warming. 

While the nation and the world will benefit from passage of legislation to control carbon dioxide and other greenhouse gases, the South in particular has much at stake – and much to contribute toward curbing carbon emissions.  Each of the six states in SELC’s region (AL, GA, NC, SC, TN, VA) rank among the top 15 highest sources of carbon pollution in the U.S.   If the six states were a nation, we’d rank 7th in the world in total carbon emissions. 

Nat Mund:  “The South’s sprawling development patterns and reliance on coal for electricity mean a huge carbon footprint. And we have a lot at stake – miles of fragile coastline and some of the most biologically diverse spots on the planet.   Senators Warner, Lieberman and Boxer deserve tremendous credit for shepherding legislation to this point.”

Trip Pollard:  “Transportation generates one-third of carbon dioxide emissions in the U.S., and is the fastest growing source of greenhouse gas emissions in many states in the South.  Federal climate legislation must include significant funding for states and localities to implement smart growth and alternative transportation measures that can cut emissions – and help people save money – by reducing driving.”

Background:
Power plants  The South is heavily reliant on coal for its electricity. The region is home to the nation’s three dirtiest coal-fired power plants in carbon emissions – Scherer (GA), Miller (AL), and Bowen (GA). The Cumberland plant in Tennessee ranks #8.  Today there are proposals pending for four more conventional-style coal-fired power plants that would add at least 22.6 million tons of carbon to the atmosphere every year (see chart below).

Transportation  The South is the fastest sprawling region in the U.S., and transportation programs in the region have focused on road-building.  This translates into rising carbon emissions from the ever-increasing number of miles we are driving. From 1990-2005, vehicle miles traveled (VMT) in SELC’s region increased 48.9%, outpacing the national increase of 39.2%.  Between 1982 and 1997, SELC’s six-state region developed more land by far than any other region; 6,064,500 acres compared to the next highest, the eastern Midwest at 3,777,200 acres.  Last week, a report by the Brookings Institution found that many southern metro areas had a higher than average carbon footprint per capita.

At risk   If global warming is unchecked, miles of shoreline in Virginia, North and South Carolina and Georgia – and the people who live there – will be more at risk from rising sea levels and more frequent and powerful hurricanes. By the same token, the likelihood of more intense drought will dry up drinking water supplies along the coast, in the Piedmont and in the mountains of the fast growing region. Ecologically, some of the most biologically diverse habitats in the world – including the Southern Appalachian highlands and longleaf forests along the coast – could suffer dire consequences.

Lieberman-Warner can’t possibly be as good as DeMint makes it sound

Just got a release from Jim DeMint about the Lieberman-Warner Climate Security Act. Now I’ve gotta tell ya that what with the last week of the legislative session and the last week before the state primaries and other stuff, I haven’t sat down and studied said legislation. If I were going to editorialize about it, I suppose I would, but who’s got time for that?

This leaves me with sort of a vague sense that it must be a pretty good thing, since Joe says it "would substantially cut US greenhouse-gas emissions" and other good stuff, and Joe’s never lied to me as far as I know.

But now Jim DeMint is trying to double my knowledge of this bill with HIS release, and I don’t have time to read to the end of that, either, but I did read the headline, which says "Lieberman-Warner Will Cost SC Jobs, Could Double Gas Prices."

OK, "cost SC jobs" sounds pretty bad, but then he says it "could double gas prices," which sounds like a move in the right direction, in Energy Party terms, and that’s amazing in itself, seeing as how everybody else in Washington seems to be all about encouraging increased consumption with gas tax holidays and tapping the Strategic Petroleum Reserve and other demagogic doo-dads.

But surely he’s exaggerating with the "double" bit. Now mind you, if we had doubled the price a couple of years ago with a stiff federal tax — jacking it from $2 to $4 a gallon — we’d be paying the same price we are now, have chilled consumption, encouraged conservation, dealt a likely death blow to some of the worst regimes in the world by dropping the floor out from demand, and the extra money would be OURS, in our federal coffers, rather than in the hands of the sheiks and the thugs abroad.

But we didn’t. And I sincerely doubt we’re going to do so now, no matter how brave Mr. DeMint thinks Joe is…

Did Joe Wilson do a brave and smart thing? Critic says he did

A Democrat who wants to oppose U.S. Rep. Joe Wilson in the fall put out this release yesterday:

Beaufort, SC – Today, Democratic Congressional Candidate Rob Miller released the following statement concerning incumbent Joe Wilson’s vote yesterday against legislation that could lower gas prices as much as 24 cents a gallon. Wilson was one of only 25 members of Congress to vote against H.R. 6022, the Strategic Petroleum Reserve Fill Suspension and Consumer Protection Act. Majorities in both parties voted in favor of this legislation to provide Americans some quick relief from record high gas prices.

     "Joe Wilson owes people back home an explanation on why he sided with big oil and voted against providing families much needed relief at the gas pump. People are struggling simply to pay for the gas that gets them to and from work these days. Joe Wilson seems to be too busy cozying up to oil executives to even notice," Miller said. 
     "This is just another reason I’m running for Congress to bring change to Washington and give the voters of the Second District the representation they deserve."

I have yet to see a statement from Joe himself on the subject, but Rob Miller is a recent captain in the United States Marine Corps, and they’re not trained to lie, so I’m going to take him at his word on this.

Now if Joe were running on the Grownup Party (a.k.a. UnParty, a.k.a. Energy Party) ticket, he’d be bragging about doing this. But since he’s a mere Republican, he’s not boasting.

But from this account, it sure sounds like he did the right thing.

The Energy Party Manifesto: Feb. 4, 2007

Since, I’m on my Energy Party kick again, it occurs to me to provide you with something never previously published on the blog: My original Energy Party column from the paper. Since it was based on a blog post to start with, I didn’t post it here. Consequently, when I do my obligatory "Energy Party" link, it’s always to the incomplete, rough draft version of the party manifesto.

EVERYBODY talks about the weather, which is as boring and pointless as the cliche suggests. So let’s do something about it.
    And while we’re at it, let’s win the war on terror, undermine tyrants around the globe, repair our trade imbalance, make our air more breathable, drastically reduce highway deaths and just generally make the whole world a safer, cleaner place.
    It’ll be easy, once we make up our minds to do it. But first, you Democrats and Republicans must throw off the ideological chains that bind you, and we independents must get off the sidelines and into the game.
    In other words, join my new party. No, not the Unparty I’ve written about in the past. You might say that one lacked focus.
    This one will be the Energy Party. Or the "Responsible Party," "Pragmatic Party" or "Grownup Party." Any will do as far as I’m concerned, but for the sake of convenience, I’m going with "Energy" for now.
    Like weather, everybody talks about Energy, but nobody proposes a comprehensive, hardnosed plan to git ‘er done. So let’s change that, go all the way, get real, make like we actually know there’s a war going on. Do the stuff that neither the GOP nor the Dems would ever do.
    I’ve made a start on the plan (and mind, I’m not speaking for the editorial board here). Join me, and we’ll refine it as we go along:
— * Jack up CAFE standards. No messing around with Detroit on this one. It’s possible to make cars that go 50 miles to the gallon. OK, so maybe your family won’t fit in a Prius. Let’s play nice and compromise: Set a fleet average of 40 mph within five years.
— * Raise the price of gasoline permanently to $4. When the price of gas is $2, slap on a $2 tax. When demand slacks off and forces the price down to $1.50, jack the tax up to $2.50. If somebody nukes some oil fields we depend upon, raising the price to $3, the tax drops to $1. Sure, you’ll be paying more, but only as long as you keep consuming as much of it as you have been. Which you won’t. Or if you do, we’ll go to $5.
— * You say the poor will have trouble with the tax? So will I. Good thing we’re going to have public transportation for a change (including my favorite, light rail). That’s one thing we’ll spend that new tax money on.
— * Another is a Manhattan project (or Apollo Project, or insert your favorite 20th century Herculean national initiative name) to develop clean, alternative energy. South Carolina can do hydrogen, Iowa can do bio, and the politicians who will freak out about all this can supply the wind power.
— * Reduce speed limits everywhere to no more than 55 mph. (This must be credited to Samuel Tenenbaum, who bends my ear about it almost daily. He apparently does the same to every presidential wannabe who calls his house looking for him or Inez, bless him.) This will drastically reduce our transportation-related fuel consumption, and have the happy side benefit of saving thousands of lives on our highways. And yes, you can drive 55.
— * Enforce the blasted speed limits. If states say they can’t (and right now, given our shortage of troopers, South Carolina can’t), give them the resources out of the gas tax money. No excuses.
— * Build nuclear power plants as fast as we can (safely, of course). It makes me tired to hear people who are stuck in the 1970s talk about all the dangerous waste from nuke plants. Nuclear waste is compact and containable. Coal waste (just to cite one "safe" alternative) disperses into the atmosphere, contaminates all our lungs and melts the polar ice caps. Yeah, I know; it would be keen if everyone went back to the land and stopped using electricity, but give it up — it ain’t happening.
— * Either ban SUVs for everyone who can’t demonstrate a life-ordeath need to drive one, or tax them at 100 percent of the sales price and throw that into the winthe- war kitty.
— * If we don’t ban SUVs outright, aside from taxing them, launch a huge propaganda campaign along the lines of "Loose Lips Sink Ships." Say, "Hummers are Osama’s Panzer Corps." (OK, hot shot, come to my blog and post your own slogan.) Make wasting fuel the next smoking or DUI — absolutely socially unacceptable.
— * Because it will be a few years before we can be completely free of petrol, drill the ever-lovin’ slush out of the ANWR, explore for oil off Myrtle Beach, and build refinery capacity. But to keep us focused, limit all of these activities to no more than 20 years. Put the limit into the Constitution.
    You get the idea. Respect no one’s sacred cows, left or right. Yeah, I know some of this is, um, provocative. But that’s what we need. We have to wake up, go allout to win the war and, in the long run, save the Earth. Pretty soon, tyrants from Tehran to Moscow to Caracas will be tumbling down without our saying so much as "boo" to them, and global warming will slow within our lifetimes.
    Then, once we’ve done all that, we can start insisting upon some common sense on entitlements, and health care. Whatever works, whatever is practical, whatever solves our problems — no matter whose ox gets gored, or how hard you think it is to do what needs doing. Stop whining and grow up. Leave the ideologues in the dust, while we solve the problems.
    How’s that sound? Can any of y’all get behind that? Let me know, because we need to get going on this stuff.

Hillary joins McCain in pandering on gas tax; Obama stands up to them both

This has been a busy day and I’m just getting around to some basic things now. But I couldn’t let the day pass without noting how right Obama is about this:

Obama says rivals Clinton, McCain pandering on gas tax

WINSTON-SALEM, N.C. — Democrat Barack Obama dismissed his rivals’ calls for national gas tax holiday as a political ploy that won’t help struggling consumers. Hillary Rodham Clinton said his stance shows he’s out of touch with the economic realities faced by ordinary citizens.
    Clinton and certain Republican presidential nominee John McCain are calling for a holiday on collecting the federal gas tax "to get them through an election," Obama said at a campaign rally before more than 2,000 cheering backers a week before crucial primaries in Indiana and North Carolina. "The easiest thing in the world for a politician to do is tell you exactly what you want to hear."
    Clinton, who toured the Miller Veneers wood manufacturing company in Indianapolis, said "there are a lot of people in Indiana who would really benefit from a gas tax holiday.
    "That might not mean much to my opponent, but I think it means a lot to people who are struggling here, people who commute a long way to work, farmers and truckers," Clinton said. She has called for a windfall tax on oil companies to pay for a gas tax holiday.
    "Senator Obama won’t provide relief, while Senator McCain won’t pay for it," Clinton said. "I’m the only candidate who will provide immediate relief at the pump, with a plan."
    With his comments, Obama continued a running dispute over whether ending collection of the gas tax is the quickest and best way to help consumers. Leading in delegates and the popular vote, Obama in recent days has focused on McCain, but he broadened that criticism Tuesday to include Democrat Clinton.
    "Now the two Washington candidates in the race have decided to do something different," said Obama. "John McCain started it, he made the proposal, and then Hillary Clinton said ‘me too.’"
    The plan would suspend collecting the 18.4 cent federal gas tax 24.4 cent diesel tax for the summer.
    He said drying up gas tax collections would batter highway construction, costing North Carolina up to 7,000 jobs, while saving consumers little.
    "We’re arguing over a gimmick that would save you half a tank of gas over the course of the entire summer so that everyone in Washington can pat themselves on the back and say they did something," said Obama.
    "Well, let me tell you, this isn’t an idea designed to get you through the summer, it’s designed to get them through an election," said Obama. He said his call for middle-class tax cuts would be far more beneficial than suspending gas tax collections.
    Obama took a different view on the issue when he was an Illinois legislator, voting at least three times in favor of temporarily lifting the state’s 5 percent sales tax on gasoline.
    The tax holiday was finally approved during a special session in June of 2000, when Illinois motorists were furious that gas prices had just topped $2 a gallon in Chicago.
    During one debate, he joked that he wanted signs on gas pumps in his district to say, "Senator Obama reduced your gasoline prices."
    But the impact of the tax holiday was never clear. A government study could not determine how much of the savings was passed on to motorists. Many lawmakers said their constituents didn’t seem to have benefited. They also worried the tax break was pushing the state budget out of balance.
    When legislation was introduced to eliminate the tax permanently, Obama voted "no." The effort failed, and the sales tax was allowed to take effect again.
    Responding to Obama’s criticism, McCain campaign spokesman Tucker Bounds said the Illinois senator "does not understand the effect of gas prices on the economy. Senator Obama voted for a gas tax reduction before he opposed it."
    Bounds was deliberately echoing one of Democrat John Kerry’s most troublesome missteps of the 2004 presidential campaign. Kerry said of funding for the war in Iraq and Afghanistan, "I actually did vote for the $87 billion before I voted against it."
    Obama and Clinton both opened their campaign day in North Carolina. Clinton toured a research facility and collected the prized endorsement of Gov. Mike Easley.
    "It’s time for somebody to be in the White House who understands the challenges we face in this country," said Easley, in announcing his backing of Clinton. She then promptly headed for a string of events in Indiana.
    "The governor and I have something in common – we think results matter," said Clinton.
    Easley is popular with white, working-class voters that have formed the base for Clinton’s success in recent primaries.
    Clinton also collected an endorsement from Democratic Rep. Ike Skelton of Missouri, who praised "her support in rural America, her commitment to national security and her dedication to our men and women in uniform."
    Skelton, a conservative Democrat who chairs the House Armed Services Committee, was among a half-dozen Democratic House members called to meet with Clinton after she won the Pennsylvania primary last week.
    While Obama is favored in North Carolina, the race in Indiana is very tight, and Obama was heading there Wednesday.
    Obama collected endorsements of his own during the day: In Kentucky, Rep. Ben Chandler, son of former Gov. A.B. "Happy" Chandler, gave Obama his backing ahead of that state’s May 20 primary, and in Iowa, Democratic National Committee member Richard Machacek – a supporter of former Sen. John Edwards before he dropped out of the presidential race – switched his support to Obama.
    Interest in the two primaries next week has been high. Officials in Indiana said nearly 90,000 people have cast early ballots, far outpacing absentee turnout in 2004.
    At stake Tuesday are 115 delegates in North Carolina, and 72 in Indiana.

Obama’s the only one acting like a responsible grownup here. He’s also the only one speaking up for Energy Party values.

What McCain and Clinton are both doing on this is appalling. They’re treating us like two-year-olds, and proposing to act in direct opposition to the nation’s interests.

‘I thought I told you kids to keep your toys out of the parking lot…’

o I’m rolling along through a parking lot today, and I think I see a space, but when I get to it, a portion of it — a small portion, but enough to constitute an obstruction — is occupied by this little yellow thing.

Being the founder of the Energy Party, you’d think I would be charmed by such an itty-bitty vehicle. But then I read that the "smart" car doesn’t get in-town mileage as good as that of the much-bigger Prius (at least, that’s what Wikipedia said; still looking for a better source on that). Therefore I don’t think the party should endorse something that would be this appallingly unsafe on American roads (on account of the ridiculous monstrosities that predominate there), given the small tradeoff in fuel efficiency.

Thoughts from the floor?

David Shi, Furman president

Today we had a visit from David Shi, president of Furman University. He also spoke to the Columbia Rotary, and his topic was the same, so if you were there you heard what Mike, Warren and I heard this morning.

He was here to stress Furman’s focus on public policy-related initiatives across the state, which he said was unique (at least, to this extent) among private colleges in South Carolina, and to a certain extent nationally. He knows of no private, liberal arts college anywhere else with the statewide focus that Furman has. Among the programs to which he referred:

  • The Riley Institute, named for former Gov. and Education Sec. Dick Riley, a Furman alumnus. You can read about it here. One program offered under the aegis of the Institute is the Diversity Leadership Academies across the state.
  • The David Wilkins Award, named for the ex-Speaker and current ambassador to Canada, which is awarded annually for bipartisan statesmanship. John Drummond, Bobby Harrell (Wilkins’ successor) and Hugh Leatherman have all received it.
  • The Rushing Center for Advanced Technology, which offers tailored training programs for businesses.
  • Being a signator of The American College and University Presidents Climate Commitment. One cool thing related to this — a model "green" home being built on the campus for an upcoming Southern Living cover, which after that will become office and meeting space for the university’s overall green initiatives.

There was more, but you get the gist. And why go to so much trouble to engender public leadership? One reason he offered, which I thought a masterpiece of academic understatement, was because Furman is in South Carolina, which is "not really known for prolonged, high-quality public leadership."

Midlands environmentalists gird for battle

across the state will gather in Columbia Thursday, October 25, 11 AM in the SC Wildlife Federation conference room at Middleburg
Office Plaza (Kittrell Bldg. –
directions attached)
to announce opposition to Santee Cooper’s proposed coal plant in
Kingsburg.

Several weeks ago, the SC Electric
Cooperatives released new studies showing conservation and renewable energy
savings possible within their systems over the next 10 years. The Electric Coops
are state-owned utility Santee Cooper’s largest customers. Last week and in the
face of mounting criticism of their Pee
Dee
coal plant proposal, Santee-Cooper
announced new internal long-term energy conservation programs too.

Yet Santee-Cooper still insists that
its controversial 1320 MW Pee Dee pulverized coal plant is needed.

The
studies by the cooperatives contradict Santee-Cooper’s assertions about the
essential need for the coal plant. This comparative and statistically valid case
against the coal plant has never been publicly presented in this
fashion.

will include: Coastal Conservation League, Environmental Defense, Conservation
Voters of South Carolina, SC Sierra Club, SC Wildlife Federation,
Southern
Alliance
for Clean Energy and Southern
Environmental Law Center.

… which reminds me. The co-ops came in to see us Monday about their studies, and I haven’t posted anything yet, because it was a lot of stuff to digest. I’ll get to it soon.

 

I don’t deserve the credit

After noting that one or two of my correspondents were — and I’m sure they were doing it for convenience’s sake — referring to the gasoline tax hike as "Brad’s taxing scheme," or using similar terms, I thought I’d better set the record straight.

I deserve neither the credit nor the blame. In fact, before I embraced the idea, I went through all the objections that y’all raise — disproportionate burden on the working class, cooling effect on the economy, etc. But I believe this is the best, clearest way to:

  • Spread the burden of fighting terror among ALL of us; it’s obscene that we’re not asked to do a thing beyond being inconvenienced at airports. (And while I worry about the poor as well, it’s interesting that David Brooks seems to think that raising the gas tax is more progressive than the SCHIP program. He must be correlating SUV ownership to wealth, or something.)
  • Cut off funding to some of the worst enemies we have in this world, who are made a little richerGas3
    every time we top off the tank.
  • Push us toward alternative fuels that are not only strategically smarter, in terms of making us less dependent, but much, much friendlier to this endangered orb. It would do this partly by making gasoline less marketable, but it would also…
  • Provide a lucrative new revenue stream to — take your pick — pay for the war, fund our neglected infrastructure, build public transportation (I’ll take light rail, please) and develop better fuels. My pick would be all of the above, if the stream were big enough.

I did not arrive there by myself. I was influenced by an array of other writers, who have hit this theme again and again over the last couple of years.

Robert J. Samuelson
As the economist in the bunch, he presents the idea most credibly, thoroughly and convincingly. If a guy like Samuelson were against the idea, I’d be worried. His being for it gives me confidence in something that I arrive at in a more intuitive manner.

For years, some remedies have been obvious: Tax oil heavily to spur Americans to buy more fuel-efficient vehicles and to drive a bit less, raise sharply the government’s fuel economy standards so those vehicles are available, and allow more oil and gas drilling. But the implied increase above today’s 27.5 miles per gallon for cars is modest, because the administration expects gasoline savings from biofuels to be triple those from higher fuel economy standards….

It’s true that oil companies will reap eye-popping profits from high prices. Still, the logic that steep prices, imposed by the market or by taxes, will encourage energy conservation is irrefutable. At the least, high prices would curb the growth of greenhouse gases and oil imports….

Up where that ol’ demon lives

A reader, apparently doubting the Energy Party axiom that sharply increasing the price of gasoline via a tax increase would lower consumption, defund our enemies, clean our air, prevent catastrophic climate change and help the Cubs win the World Series, raised this point on my last post:

Yes, it did (go up a dollar) and no it didn’t (depress demand). But I believe that’s because the price was so low to start with — near historic lows, adjusted for inflation.

I’m sort of reminded of one of my favorite books and movies, "The Right Stuff." The filmmakers had the brilliant stroke of having Levon Helm narrate the film, enabling him to say such things as (and you have to hear it in that gravelly Arkansas accent):

There was a demon that lived in the air. They said whoever challenged
him would die. Their controls would freeze up, their planes would
buffet wildly, and they would disintegrate. The demon lived at Mach 1
on the meter, seven hundred and fifty miles an hour, where the air
could no longer move out of the way. He lived behind a barrier through
which they said no man could ever pass. They called it the sound
barrier.

Well, as it turned out that, to paraphrase Sam Shepard as Yeager, the damned thing didn’t even exist. At least, it didn’t exist in the sense of being something that would rip your ears off if you tried to go through it. So test pilots kept pushing the limit back. When Scott Crossfield actually passed Mach 2, Jack Ridley (also portrayed by Levon Helm), assures Yeager et al. that there are still frontiers to be challenged:

The real test wasn’t Mach 2. That demon lives at about 2.3 on your machmeter.

So it is that I find myself saying that ol’ demon that’ll kill the SUV wasn’t really to be found at $3 a gallon. That demon lives more at about $4 or $5 on your gas pump.

Kidding aside, I think an immediate, all-at-once increase of a dollar or even two — something that can only be achieved with a tax increase — would have a shock effect that gradual increase would not. The debate leading up to such an increase would be filled with such emotion, such doomsday moaning and crying, that when it actually happened, it would have a tremendous psychological effect.

Admittedly, that effect might wear off if that was then the permanent price, as others have suggested and I have endorsed. But even if consumption crept back up, less of the money would be going to the petrodictators, and more would be going into paying for research for ways to become independent of those sources for good.

Why no one leads on energy

Check out this detail from a McCain speaking engagement today in Detroit:

   "We can’t keep this level of gas guzzling and make a strong impact on our dependence on foreign oil. It’s a national security issue," McCain said in response to a post-speech question about gas mileage requirements. His remarks were met with silence from a skeptical audience. "I noticed no applause," he said with a chuckle before a few people obliged.

Too often, when those in public life say the things that we Energy partisans take for granted, they are greeted with dead silence, or worse. And not always in Detroit.

Friedman took out his frustration in this regard, quite rightly, on the current president…

    Of course, we can pay for the Iraq war without a tax increase. The question is, can we pay for it and be making the investments in infrastructure, science and education needed to propel our country into the 21st century? Visit Singapore, Japan, Korea, China or parts of Europe today and you’ll discover that the infrastructure in our country is not keeping pace with our peers’.
    We can pay for anything today if we want to stop investing in tomorrow. The president has already slashed the National Institutes of Health research funding the past two years. His 2008 budget wants us to cut money for vocational training, infrastructure and many student aid programs.
    Does the Bush team really believe that if we had a $1-a-gallon gasoline tax — which could reduce our dependence on Middle East oil dictators, and reduce payroll taxes for low-income workers, pay down the deficit and fund the development of renewable energy — we would be worse off as a country?

… but the sad truth is, who is running on a platform that touts the kinds of sacrifices that we really, truly ought to be embracing? No one — at least not to the extent that I believe is called for. And personally, I am more than ready to follow someone who challenges me to ask the question that JFK proposed.

Finally, while we’re on the subject, I hope y’all all saw the piece we ran Monday from the British consul who recently visited:

    The recent meeting of Major Economies in Washington showed that
governments around the world have yet to agree whether binding targets
for reduction of greenhouse gas emissions (favored by the United
Kingdom and many other countries) present a better way forward than
voluntary goals, the preference of the United States.
    But tackling climate change can bring countries together if we are wise enough not to let it drive us apart.
    The
United Kingdom shares its knowledge and experience with governments
around the world. Last year, the United Kingdom signed a far-reaching
agreement with California on climate change cooperation. Gov. Charlie
Crist enthusiastically supports the new U.K.-Florida Partnership on
Climate Change. And we have been in regular contact with members of
North Carolina’s Legislative Commission on Global Climate Change,
including a visit by parliamentarians from the House of Commons. We
would like to work with South Carolina too, if that would be welcome.

Yes, there are some leaders actually leading on climate change, and on energy independence. But neither Arnold nor Tony nor even Lula is eligible to run for president.

Puttin’ on the heat

We’re hearing a lot from groups that are using the wide-open presidential race to try to twistRamsburgh_2 candidates’ arms (gently, but insistently) to talk seriously about the issues that have been most assiduously avoided in this
country: health care, education, and the like.

Today, it was a group pushing the issue dearest to our hearts here at Energy Party
HQ.

Visiting more or less under the auspices of Conservation Voters of South Carolina were the following:

Their message about the need for a rational, comprehensive energy policy is a most timely one, in three ways:

  1. Voters across the spectrum are ready to demand real answers from candidates.
  2. You can’t win the War on Terror without it.
  3. It’s necessary to save the planet.

NayakParticularly with Democrats Obama and Dodd starting to say some things that make sense (although Dodd’s "Corporate Carbon Tax" is a ideological copout — everybody needs to pay more for wasting energy, or you accomplish nothing), while Biden
long has done so, and McCain has been trying to do something for some time in the Senate, and even Bush (who’s he) getting on board, I’ll be listening with some anxiety to hear what some of these other folks who actually could be president have to say tonight.Timberlake

The conservation groups are not putting their collective imprimatur on anybody’s plan, much less endorsing candidates. They’re just insisting that candidates have a plan so we can have a real discussion for once, extending beyond ideological platitudes.

Here’s what I think: We’ll have to do every practical thing that any of theseChamblee candidates are talking about, and then a whole lot more, just to begin to get real and have the necessary effect to win the war, save the planet and other important stuff.

And yes, we should start with the plan Tom Friedman and other pundits keep pushing: A big ol’ honking tax to bring the price of oil up permanently. Most of the rest of a get-real energy plan would flow from, or at least be encouraged by, that essential move. Here’s a taste of his latest on that subject:

Everyone has an energy plan for 2020. But we need one for 2007 that will start to have an impact by 2008 — and there is only one way to do that: get the price of oil right. Either tax gasoline by another 50 cents to $1 a gallon at the pump, or set a $50 floor price per barrel of oil sold in America. Once energy entrepreneurs know they will never again be undercut by cheap oil, you’ll see an explosion of innovation in alternatives.

Who resurrected the electric car?

s part of my continuing quest to stay within shouting distance of at least a passing acquaintance with recent film, I watched the following three (on DVD of course):

  • "All the King’s Men."
    Fairly entertaining, but bizarre. I don’t
    think there was a single Southerner in it, much less a Louisianan, and
    the accents were all over the place. Why couldn’t they have gotten
    James Carville to play Sugarboy? Of course, Stark’s boys wouldn’t have been Cajun. He could have been Tiny Duffy, then, instead of Tony Soprano filling that part. It didn’t really disappoint, but my expectations weren’t high.
  • My expectations were very high for "The Departed," and I’m happy to report that they were exceeded. This may be Scorcese’s best, and that’s say a LOT. Yeah, it’s another gangster film, but it’s as different from "Goodfellas" as "Goodfellas" was from "Mean Streets." And it completely deserves to be mentioned alongside them. I’ll say no more about it; I don’t want to spoil anything. See it.
  • "Who Killed the Electric Car." Maybe not as great esthetically as "The Departed," but still a must-see. The conspiracy of interested parties that together ended California’s experiment in creating a market for electric cars is enough to turn the most sensible person into Oliver Stone. To see the wonderful vehicles GM and other major automakers created to meet that demand, then to see them crush the movement, then round up every one of the vehicles for destruction — even though the leaseholders (they never let anybody buy one) desperately wanted to keep them — is pretty powerful stuff.

But imagine my surprise, after seeing that, to go down to party on St. Patrick’s Day in Five Points and find — an electric car.

Not a mere hybrid, mind you, but a car that you can plug in anywhere, a car that uses NO fossil fuels whatsoever. (At least, not unless your electricity is provided by coal, which is too often the case.) Hybrids have their advantages, of course, with their unlimited range. But there’s such an inspiring purity about the electric car. If we could all drive those, with electricity provided by nukes, the Energy Party dream would be here.

Everyone from South Carolina’s governor to the U.S. House speaker to the president talks about how important it is to do something about global warming. But will they?
    The Economist, the British newsweekly, took note of how both Nancy Pelosi and George W. Bush have been resonating to public concern over the issue:

    “But this common interest in environmental issues will not necessarily translate into resolute action.” Why? “Neither the pressure groups nor the Democrats who control Congress have much interest in defusing an issue that might stir up voters and their money before the next election. Instead, they are likely to push for small, symbolic measures that underline their concern for the environment without jeopardising their future plans.”

    In other words, in Washington, the politics come before the Earth. Nothing personal about the Earth, of course. This pattern plays out on one critical issue after another. Take health care.
    Patients know we’re getting to where we can’t afford our health care, with or without insurance. Business executives certainly know it. And increasingly, physicians are thinking they’d like to get to where they can hire a couple of nurses instead of 10 accountants to run their offices.
    But let one presidential candidate say “single-payer,” and within minutes an opponent or an interest group will cry “socialized medicine.” Before the 24-hour news cycle is over, the candidate is spending all his time fielding questions about whether he once said that Marx’s Das Kapital was “a real page-turner.”
    Our republic is dysfunctional — and the higher you go, the more fouled up it is. We want to solve our problems in this country, but our politics keep getting in the way.
    It’s not just Washington. Consider our own State House, which increasingly yearns to emulate the D.C. model. Gov. Mark Sanford authored a Feb. 23 op-ed piece — which, appropriately enough, appeared in The Washington Post — advocating quick action on global warming. Not to save the Earth, mind you, but to keep the “far left” from using government to do anything about it.

    “(I)t’s vital,” he wrote, “that conservatives change the debate before government regulation expands yet again and personal freedom is pushed closer toward extinction.”

    Government, he warned, “will gladly spread its regulatory reach,” even unto lightbulbs! And automobiles!
    Meanwhile, the rest of us worry about Columbia becoming the next Myrtle Beach. It’s not so much that I would mind surfing in the Vista, but all those souvenir shops are just so tacky.
    So who’s listening to us? The mayors — the leaders closest to the people, the ones who know what we want and are determined to provide it. The kind of elected officials who get up in the morning thinking, I’d better get that pothole filled, not What can I do today to stir up my base?
    When we got fed up with choking to death in restaurants, who responded? Mayors and city councils, all across South Carolina. Meanwhile, you can’t get the Legislature to lift a finger on that point — even to remove its gratuitous, inexcusable statute forbidding local communities to make such decisions.
    So what can mayors do about global warming? Well, when Mayor Riley and Spartanburg Mayor Bill Barnet came to see us about this last week, they spoke of things larger than potholes:
    “The U.S. Conference of Mayors has now close to 500 mayors who have signed a commitment to meet or beat the Kyoto accord, which is a 7 percent reduction in 1990 CO2 emission levels by the year 2012 — in our communities,” said Mayor Riley. Charleston is already reaching for that goal —  using less wasteful vehicles and more efficient streetlights, designing new buildings to conserve more energy.
    For Mayor Barnet, it’s about economic development, about building the kinds of communities that people want to live in. It’s about “the values that will attract human beings to come and live in our environment.”
    But the mayors also hope to set an example for the state and federal levels. They are careful not to criticize the holders of larger offices. They praise the governor for appointing an advisory committee on “Climate, Energy and Commerce” to study the issues and make recommendations (preferably ones “consistent with the administration’s conservative philosophy and commitment to market principles,” as he specified in his executive order setting up the panel).
    And indeed, there are reasons to hope. It’s not just the Bushes and Pelosis talking climate in Washington; it’s also the less partisan likes of Lindsey Graham and Joe Lieberman (see last week’s column).
    On the state level, Sen. Jim Ritchie, R-Spartanburg, is heading up an impressive bipartisan group pushing energy independence. They want to require the state to make its future schools and other buildings more efficient, and to shop for hybrid and biodiesel when it buys vehicles.
    So maybe the movement is on, finally. Maybe the time has come when the people get democracy to go where they want it to. If so, it needs to hurry. Like the man says, that window’s closing fast.

VLADIMIR PUTIN is pushing Lindsey Graham toward the Energy Party, and I feel fine.
    Sure, that anti-American diatribe at the Munich security conference on Feb. 10 was the biggest step back toward Cold War since Nikita K. took off his shoe, but I like to look at the bright side.

    “The biggest threat to everybody in the room wasn’t al-Qaida, or Chechen rebels, it was the United States,” our senior senator said in an interview last week, marveling at the neo-Stalinist’s international demagoguery. “It was a blatant pitch at trying to divide Europe and the United States, because he sees us as weak.”
    “Which takes us to energy independence,” I said.
    “Which takes us to energy independence,” he nodded.
    I like the way this guy thinks.
    As regular readers know, I recently called for the creation of a new political party, one that would get serious about our greatest strategic vulnerability, while saving the world from global warming at the same time.
    Sen. Graham’s still a Republican, but we might have to nominate him anyway.
    He had thought plenty about this stuff before Munich, but that one intemperate speech (followed immediately by an Iranian dissertation on democracy that seemed to come from some other planet) jacked up his resolve. “Whatever doubts I had about us being energy-independent were put away,” he said. “I don’t think he ever made that speech unless he sensed weakness.”
    So how do we get strong?
    He says the United States government must use economic incentives to encourage hybrid technology, biofuels, hydrogen, nuclear power — pretty much any viable alternatives that we can embrace that neither strengthen the worst bad guys in the world nor pump out more greenhouse-promoting carbon dioxide.
    He would promote the transition to hybrid cars — and eventually hydrogen — on three levels:

  1. Research. Grants for improving the technology.
  2. Wholesale. Tax incentives to encourage manufacturers to make the new vehicles.
  3. Retail. More tax incentives for individuals to buy them.

    He makes sure to point out that South Carolina can play a pivotal role in all this. We’re well positioned to help develop the technologies for a hydrogen economy. Meanwhile, we can grow and process switchgrass and other plants for biofuels.
    He sees “a whole economy in energy-efficiency,” one that South Carolina could help lead.
Beyond that home-team advantage is the bigger picture: “It is in our long-term national security interest to get people thinking about alternatives.”
    It’s not just cars. We need to make more efficient, cleaner refrigerators, computers and every other item that uses electricity.
    As for that, “Most of our power comes from coal-fired plants.” We need to “give nuclear power the same tax advantage we give solar and wind.” Like those usual green suspects, nukes don’t emit CO2, either.
    Expensive, yes, but he’s convinced that the economic cost of global warming is far greater than the 1 percent of gross domestic product that a full transition away from emitters would cost.
    So how do we pay for it?
    Well, he said, we can’t do it by “cutting waste” in the discretionary budget — what most people think of when they say “federal spending.” There’s just not enough there.
    You have to go where the  real money is: entitlements. “Change the structure of our debt,” he said. “Give people like me and Joe Lieberman and others some breathing room on Social Security,” room to do the kinds of politically unpalatable things that are necessary to save it without pulling us further into the fiscal black hole.
    Can we produce our way out? No. “Yes, there’s gas and oil, but it’s a drop in the bucket,” he said, no matter how deep you drill in the ANWR or offshore. “They’re sort of just one more drink” for the hopeless alcoholic.
    What about increasing the gas tax, to promote conservation and raise money for incentives? No. “Gas taxes will put some businesses at a competitive disadvantage with China and India.” Besides, “it’s not progressive.” It hurts the poor.
    “The next president of the United States should declare a war of energy independence,” he said, evoking the usual metaphors such as the Manhattan and Apollo projects. We had such a war once against a king. Now we should “declare a war of independence from the dictators and sheiks.”
    The next president? So he’s given up on this one? He didn’t say that, but I will. He said President Bush has addressed the issue, but only in a “piecemeal” fashion.
    As for Lindsey Graham, he says he’s doing what he can, such as working “with McCain and Lieberman to strengthen the conservation part of their global warming bill.”
    But ultimately, he’s just one of 100. “The real megaphone is for the person who’s going to be president.” Does that mean John McCain, his preferred candidate for the GOP nomination? Yes, partly: “He’s led on global warming like no other Republican.” But “I’m urging all the candidates.”
    OK, so I didn’t start this discussion. Mr. Putin did. But that doesn’t mean the Energy Party’s not going to grab the opportunity thus created to strengthen national security and save the Earth.
Neither should you. So go ahead. Jump right in.

itt Romney, apparently struck with a fit of envy when he read Mark Sanford’s op-ed in the WashPost, shifted his Hummer into high gear in order to outrun our governor in speeding in the wrong direction.

He succeeded.

Folks, this is the time to be finding common ground on a problem that we finally have a consensus about. It is definitely NOT the time to try to outdo each other in appealing to extremes.

o maybe I won’t send out every interesting release I get — but this one has news value. These are the prepared remarks from which Mitt Romney spoke this morning as he announced, at the Henry Ford Museum in Dearborn, Mich., that he (gasp!) is going to run for the presidency.

I thought it interesting that he chose to speak from a monument to 20th century technology and specifically, to the internal combustion engine. Doesn’t seem very forward-looking. But he explains his reasons (and he does mention the hybrid behind him). See what you think of them.

With no further ado, here are his remarks:

    "I am happy to be in Michigan this morning.  I’m happy to have my brother Scott and Sister Lynn here.  And I’m proud to have all my children and grandchildren here too.
     Michigan is where Ann and I were born.  It is where we met and fell in love.  I still love Ann.  And I still love Michigan!
    "During my parents’ campaigns, I visited all 83 Michigan counties, doing my best to convince Michiganders that Romneys and Republicans could lead the state back to prosperity.
     "You know my father as a business leader, a governor, and as an advocate of volunteerism.  But he came from humble roots.  He labored with lath and plaster.  He never graduated from college.  But like many other Americans, he made his dreams come true.
     "And he made a difference.  My father worked here to improve Detroit Schools.  He worked to write a new state constitution.  And he worked as your governor for six years to get Michigan on the move.  His character and integrity left an impression that has lasted through the decades.
     "It was Mom who did the lion’s share of raising Lynn, Jane, Scott and me.  Dad said, that as a successful Mom, she had accomplished more than he.  Later she worked in charities, in foster care, in music and the arts, and in volunteerism.  She even ran for U.S. Senate.
     "I always imagined that I would come back to Michigan someday.  That’s why I took the bar exam here. I hadn’t imagined it would happen this way, but I sure have come back to Michigan today.
     "I chose this site for a number of reasons.  It’s filled with cars and memories.  Dad and I loved cars.  Most kids read the sports box scores.  Dad and I read Automotive News.  We came here together, him teaching me about cars that were built before my time.
     "The Rambler automobile he championed was the first American car designed and marketed for economy and mileage.  He dubbed it a compact car, a car that would slay the gas-guzzling dinosaurs.  It transformed the industry.
     "This place is not just about automobiles; it is about innovation, innovation that transformed an industry, and in doing so, gave Americans a way of life our grandparents could never have imagined.
     "The DC 3 above us was the first true commercial airliner.  It transformed aviation from a luxury to a standard mode of transportation.
     "Next to us is a Ford hybrid.  It is the first giant step away from our reliance on the gasoline engine.  It is already changing the world of transportation.
     "Just outside is Thomas Edison’s laboratory.  There, electricity that Benjamin Franklin discovered was transformed from a novelty into a necessity.
     "Innovation and transformation have been at the heart of America’s success.  If there ever was a time when innovation and transformation were needed in government, it is now.
     "We have lost faith in government, not in just one party, not in just one house, but in government.
     "We are weary of the bickering and bombast, fatigued by the posturing and self-promotion.  For even as America faces a new generation of challenges, the halls of government are clogged with petty politics and stuffed with peddlers of influence.
     "It is time for innovation and transformation in Washington.  It is what our country needs.  It is what our people deserve.
     "I do not believe Washington can be transformed from within by a lifelong politician.  There have been too many deals, too many favors, too many entanglements…and too little real world experience managing, guiding, leading.
     "I do not believe Washington can be transformed by someone who has never tried doing such a thing before, in any setting, by someone who has never even managed a corner store, let alone the largest enterprise in the world.
     "Throughout my life, I have pursued innovation and transformation.  It has taught me the vital lessons that come only from experience, from failures and successes, from the private, public and voluntary sectors, from small and large enterprise, from leading a state, from being in the arena, not just talking about it.  Talk is easy, talk is cheap.  It is doing that is hard.  And it is only in doing that hope and dreams come to life.
     "This Christmas, Ann and I gathered my five sons and five daughters-in-law to ask them whether I should run for President.
     "We talked about the special time this is in the history of America – the challenges and the opportunities. We talked about the qualities that are needed in our leaders.  They were unanimous.  They know our hearts.  They know our values.  They know my experience innovating and transforming, in business, in the Olympics, and in Massachusetts.  And they know we love this country.
     "And so, with them behind us, with the fine people of Michigan before us, and with my sweetheart beside me, I declare my intention to run for President of the United States.
     "It has been said that a person is defined by what he loves and by what he believes and by what he dreams.
     "I love America and I believe in the people of America.

     "Our role in the world must be defined not only in terms of our might, but also by our willingness to lead, to serve, and to share.  We must campaign for freedom and democracy in our own hemisphere, now threatened by a second aspiring strongman.  We must extend our hand to Africa’s poor and diseased and brutalized.  We must lead the world’s civilized nations in a partnership that will support moderate Muslim nations and peoples, to help them embrace principles of modernity and defeat violent Jihad. We must link arms with all responsible nations to block Iran from realizing its nuclear ambition.  America must never engage and negotiate with Jihadists who want to destroy us, destroy our friends, and destroy our way of life!

our future course in Iraq.  Our desire to bring our troops home, safely and soon, is met with our recognition that if Iraq descends into all-out civil war, millions could die; that Iraq’s Sunni region could become a base for Al Qaeda; that its Shia region could be seized by Iran; that Kurd tension could destabilize Turkey; and even that the broader Middle East could be drawn into conflict.  The possible implications for America and for American interests from such developments could be devastating.  It could mean a future with far more military involvement and far more loss of American life.  For these reasons, I believe that so long as there is a reasonable prospect of success, our wisest course is to seek stability in Iraq, with additional troops endeavoring to secure the civilian population.
     "And no matter how Iraq is resolved, we must honor and care for the veterans who risked their lives, and for the families whose loved ones made the ultimate sacrifice.  Our nation has a sacred pact with those who defend freedom.  It is a pact we must never break!
     "America must regain our standing in the world.  Our influence must once again match our generosity. Over the entire 20th century, no nation gave more, shed more precious lives, and took less for itself than America.  Our sacrifice for freedom and for human dignity continues unabated.  But this is not the way it is seen by others.  America’s goodness and leadership in the world, must be as bright and bold as our military might!
     "America can also overcome our challenges and seize our abundant opportunities here at home, but only if we follow the right course.
     "There are some who believe that America’s strength comes from government – that challenges call for bigger government, for more regulation of our lives and livelihood, and for more protection and isolation from competition that comes from open markets.     "That is the path that has been taken by much of Europe.  It is called the welfare state.  It has led to high unemployment and anemic job growth.  It is not the path to prosperity and leadership.
     "I believe the American people are the source of our strength.  They always have been.  They always will be.  The American people: hard working, educated, innovative, ready to sacrifice for family and country, patriotic, seeking opportunity above dependence, God-fearing, free American people.  When we need to call on the strength of America, we should strengthen the American people, not the American government!
     "We strengthen the American people by giving them more freedom, by letting them keep more of what they earn, by making sure our schools are providing the skills our children will need for tomorrow, and by keeping America at the leading edge of innovation and technology.
     "Our government has become a weight on the American people, sapping their strength and slowing their climb. We must transform our government – to become a government that is smaller and less bureaucratic, one with fewer regulations and more freedom for our people.  The innovation we need today is to make government more responsive to the needs of everyday American citizens.  It’s time to put government in its place, and to put the American people first!
     "At America’s core are millions of individual families: families of children and parents, aunts and uncles and cousins, grandparents, foster parents.  There is no work more important for our nation’s future than the work done in the home.
     "But the work done in the home isn’t getting easier.  Values and morals that have long shaped the development of our children are under constant attack.  In too many cases, schools are failing.  For some, healthcare is inadequate.  Family expenses and government taxes take a larger and larger bite.  America cannot continue to lead the family of nations if we fail the families at home.
     "How is the American family made stronger?  With marriage before children.  With a mother and a father in the life of every child.  With healthcare that is affordable and portable.  With schools that succeed.  With taxes that are lower.  And with leaders who strive to demonstrate enduring values and morality.
     "This was the agenda I pursued as Governor of Massachusetts.  This is the agenda I will pursue if elected President.
     "When I was a boy, the American dream meant a house in the suburbs.  The American dream today must mean more than a house.  The new American dream should include a strong family, enduring values, excellence in education, dependable and affordable healthcare, secure employment and secure retirement, and a safe and prosperous homeland.  It’s time to build a new American dream for all of America’s families. 
     "How will this new American dream be built?  Our hopes and dreams will inspire us, for we are an optimistic people.  But hope alone is just crossing fingers, when what we need is industrious hands.  It is time for hope and action.  It is time to do, as well as to dream!
     "As we look around us in this museum, we see the evidence of American innovation – airplanes, automobiles, appliances.  But these are not America’s greatest innovation.  America’s greatest innovation is freedom.  Without freedom, we have nothing. With freedom, nothing can hold us back.
     "Freedom has made the American dream possible.  Freedom will make the new American dream possible.  And with the work, sacrifice, and greatness of spirit of the American people, freedom has made America – and will keep America – the greatest nation on earth. God bless America."

Doing what we CAN do…

was out yesterday, so I picked the content and put that page together myself. Therefore it reflects my obsessions.) It also provides an opportunity to say again what our platform is, and what is isn’t.

Someone who doesn’t think long enough about it might say the two pieces are at odds. Jim Ritchie sets forth his excellent set of initiatives for our state to do its part in promoting energy-efficient buildings, hybrid cars, and such, and Robert Samuelson says beware of politicians announcing grand plans to save the Earth from global warming.

But they actually support each other, and together sort of explain why I take the approach I do in proposing this party.

True, proposals such as "cap and trade" that politicians are likely to get behind (because they see the parade marching that way) will not stop or reverse global warming. Even if you do all the "politically unrealistic" things I propose, the trend will likely merely slow down, and surely not reverse in our lifetimes. Of course, that’s all the reason to do everything we can (and NOT just what we want to do, or think we can afford) to put the brakes on the trend. Otherwise, things get worse, and at a faster rate.

But as Sen. Ritchie makes clear, what we CAN do is grab hold of our energy destiny. What he proposes won’t completely solve the problem, but it’s a damned good start from the perspective of what state government can do. And the broad coalition he’s got behind it is extremely encouraging — not only in terms of Energy issues, but others where we’ve been stymied by partisanship and ideology.

Pragmatism is on the march. Let’s all join. Except, let’s get at the head of the parade and start a new, double-time pace. Otherwise, the battle will be over before this rapidly coalescing army gets to the field — and we all will have lost.

Out with the UnParty, in with ENERGY!

Nobody’s proposing a comprehensive energy plan, so I guess we’ll have to do it ourselves.

I’ve had this idea percolating lately that I wanted to develop fully before tossing it out. Maybe do a column on it first, roll it out on a Sunday with lots of fanfare. But hey, the situation calls for action, not hoopla.

So here’s the idea (we’ll refine is as we go along):

Reinvent the Unparty as the Energy Party. Not the Green Party — it’s not just about the environment — but a serious energy party. Go all the way, get real, make like we actually know there’s a war going on. Do the stuff that neither the GOP nor the Dems would ever do:

  • Jack up CAFE standards.
  • Put about a $2 per gallon tax on gasoline.
  • Spend the tax proceeds on a Manhattan project on clean, alternative energy (hydrogen, bio, wind, whatever), and on public transportation (especially light rail).
  • Reduce speed limits everywhere to no more than 55 mph. (This must be credited to Samuel Tenenbaum, who bent my ear about it yet again this morning, and apparently does the same to every presidential wannabe who calls his house looking for him or Inez).
  • ENFORCE the damn’ speed limits. If states say they can’t, give them the resources out of the gas tax money.
  • Build nuclear power plants as fast as we can (safely, of course).
  • Either ban SUVs for everyone who can’t demonstrate a life-or-death need to drive one, or tax them at 100 percent of the sales price and throw THAT into the win-the-war kitty.
  • If we go the tax route on SUVs (rather than banning), launch a huge propaganda campaign along the lines of "Loose Lips Sink Ships" (for instance, "Hummers are Osama’s Panzer Corps"). Make wasting fuel the next smoking or DUI — absolutely socially unacceptable.
  • Because it will be a few years before we can be completely free of petrol, drill the ever-lovin’ slush out of the ANWR, explore for oil off Myrtle Beach, and build refinery capacity — all for a limited time of 20 years. Put the limit in the Constitution.

You get the idea. Respect no one’s sacred cows, left or right; go all-out to win the war and, in the long run, save the Earth. Pretty soon, tyrants from Tehran to Moscow to Caracas will be tumbling down without our saying so much as "boo" to them, and global warming will slow within our lifetimes.

THEN, once we’ve done all that, we can start insisting upon some common sense on entitlements, and health care. Change the name to the Pragmatic Party then. Whatever works, whatever is practical, whatever solves our problems — no matter whose ox gets gored. Leave the ideologues in the dust, while we solve the problems.
